The fact that Kingston Police Chief Jim Washam is a quick study is born out by his record.
A rookie patrolman with Kingston in 1987 at the age of 22, he made criminal investigator by 1993; shift sergeant by ’96; lieutenant by ’97; assistant chief by ’98; and became chief of the department in 2000.
