Investigation leads to six-count indictment

A local man with addresses in both Morgan and Scott counties has been indicted on six counts of alleged sex crimes against children by a Morgan County Grand Jury. He also faces 20 felony indictments in Scott County on similar allegations.

District Attorney General Russell Johnson said the charges came through a criminal investigation by the Scott County Sheriff’s Office that led into Morgan County.

Scott County Sheriff Anthony Lay said he and his staff have made sex crimes and crimes against children a priority. One of those investigations led Detective Melissa Dunning to Roger D. Williams, 37, who has a Morgan County address of Pemberton Circle, Sunbright.

Lay gives Dunning a lot of credit for her work which resulted in the indictments in the two counties.

“We want to get as many of these perps off the street as we can, especially those who are sexually violent,” Lay said. “Detective Dunning put a lot of hours into working this case and did an outstanding job with the investigation.” Lay said the Department of Children’s Services also played a significant role.

Lay said the investigation is continuing and may be even more far reaching than Morgan and Scott counties. One trend the investigation has uncovered is a connection between drugs and prostitution.

“We are finding a lot of people using narcotics can’t afford their habits so they are starting to prostitute themselves or their children to support their drug use,” Lay explained.

Lay said there is evidence that is applicable in the case against Williams.

In Morgan County, Williams has been indicted on two counts of child rape which is defined in the indictment as unlawful sexual penetration of a child under age 13. In addition he is indicted on four counts of aggravated sexual battery which is defined in the indictment as unlawful sexual contact with a child less than 13 years old. The Morgan County indictments include two female victims who are older than 3 but younger than 13.

In Scott County, Williams was charged with five counts of child rape, 13 counts of aggravated sexual battery and two counts of especially aggravated kidnapping. He is accused of having sexual contact with at least six different children all under the age of 13.

Williams was arrested in Morgan County on May 27. His bond has been set at $110,000.
