The International Isshinryu Karate Association (IIKA), at the request of Grandmaster Tommy True, promoted Art Palmer to the rank of Hachi Dan (8th Degree Black Belt).

Palmer has been chief instructor at Palmer Isshinryu School of Karate in Crossville, and since 1981, he is only the second person that True has asked the IIKA to promote to eighth dan.
Rank does not come easy in the IIKA. Their ranking system is based on the original Japanese ranking system, and in order to receive the rank of eighth dan, one must be at least 48 years old with 35 years of training
True has been teaching Isshinryu Karate in Roane County for more than 47 years. He studied under Grandmaster Harold Long for 35 years. Long has continued to teach the traditional Okinawan Karate as taught to him by Long.
The IIKA is recognized as the world leader in Isshinryu Karate.
