Charles Daniel Mullins was convicted of criminal attempt to commit rape in Cumberland County in 2005.
He was sentenced to community supervision for life, ordered to wear a GPS tracking unit and was placed on the Tennessee Sex Offender Registry.
Despite the sentence, Mullins is accused of committing another sex crime in Roane County earlier this year.
The Roane County grand jury indicted him for rape last week. The alleged crime occurred on March 14. The alleged victim was 15.
Jail and court records list Mullins’ address as 207 Carlock Ave., Harriman. He’s been in jail since Sept. 10 for allegedly removing his GPS tracking unit.
While in jail, Mullins allegedly assaulted John P. Little, a 36-year-old Harriman man who was charged with child rape on Sept. 9.
Mullins is scheduled to be arraigned on the rape charge today – Monday – in Roane County Criminal Court.

Kingston police said they arrested a half-naked woman at the main fire station on Oct. 15.
Laurie Ann Brooke, 110 Lakeshore View Drive, Kingston, was charged with public intoxication.
Jerry Singleton, the arresting officer, said Brooke was naked from the waist down.
“The fire department called and said that they had a woman down here who was in need of law enforcement,” he said. “Upon arrival, that’s when we found her in our office wearing nothing but a sleeveless T-shirt and a bra.”
According to the arrest report, Brooke was very unsteady, couldn’t control her movements and smelled of alcohol.
“It would appear that she did urinate in the day room, but not on anyone directly,” Singleton said.
The fire station incident wasn’t Brooke’s only arrest last week. Kingston police also charged her with public intoxication on Oct. 17. They received a call about a woman standing behind Food City who appeared to be intoxicated.
“Officers asked her if she was here with someone and she stated, ‘I don’t know,’” the report said. “Officers asked her how she got there and she stated she didn’t know.”
Brooke reportedly told officers that she had been drinking vodka.
“When officers had the defendant stand up, she was very unsteady on her feet, disoriented and had slurred speech,” the report said.
Sgt. Richie Stooksbury of the Roane County Sheriff’s Office charged Brooke with public intoxication on Oct. 18. According to that report, Stooksbury responded to Pattersons Appliance in reference to an unwelcome person.
“I spoke to Ms. Brooke asking her questions concerning her being inside the store causing a problem,” the report said. “Ms. Brooke’s speech was slurred and her answers did not coincide with my questions.”
Brooke became violent and started kicking when she was placed under arrest, according to the report.
“Ms. Brooke was placed in handcuffs and shackles for her safety and officers without further incident,” the report said.

Keith L. Hephner Jr. turned himself in at the county jail last week after being indicted for arson.
Hephner, 26, was a firefighter with South Roane County Volunteer Fire Department.
According to a report, he went to the sheriff’s office on April 27 and confessed to setting nine fires, including one at 611 Laurel Bluff Road, which was his home.
“The two reasons for the fires in Hephner’s mind are: He was mad at his wife, and for the thrill of fighting the fires,” the sheriff’s office report said.
Hephner is scheduled to be arraigned today — Monday — in criminal court.
