Registered sex offender Jasper Lee Russell has found it difficult to stay out of trouble.
He was arrested on Sunday for failure to timely register or report. That’s not the first time he’s been arrested this year.
Russell, 56, was arrested in April on weapons charges. He was also indicted by the Roane County grand jury in June for aggravated sexual battery against a child under 13 years old.
According to the warrant from Sunday’s arrest, an officer made five attempts to contact Russell at his listed address – 186 Poplar Creek Road, Harriman – without success.
“The residence 186 Poplar Creek Road appears to be abandoned with mail uncollected in the mailbox and the grass has not been mowed,” the warrant said. “The grass is approximately 12 inches tall in places in front and back of the mobile home.”
The warrant, which was issued on Nov. 1, also said police could not find anyone that had seen Russell in months. He turned himself in on Sunday, according to jail officials.
Russell is classified as a violent sex offender on the Tennessee Sexual Offender Registry. His rap sheet includes convictions for rape and oral copulation. Russell is scheduled to appear in court on the failure to timely register or report charge in February.
