The Tennessee Department of Correction is responsible for supervising registered sex offender Charles Daniel Mullins.
Mullins, 31, who has a Harriman address, is considered a violent sex offender, according to his profile on the Tennessee Sexual Offender Registry.
Despite the state’s alleged efforts to protect society, Mullins appears to still be a danger.
He has been indicted by Roane County grand juries three times over a 12-month period — most recently on Oct. 16, when he was indicted for the alleged rape of a 15 year old.
“The defendant knew or had reason to know that the victim was mentally defective, mentally incapacitated or physically helpless, or and the sexual penetration was accomplished by fraud,” the indictment said.
Dorinda Carter, a spokeswoman for the state corrections department, did not respond when asked about the rape indictment.
Mullins was convicted of criminal attempt to commit rape in Cumberland County in 2005. He was sentenced to community supervision for life and ordered to wear a GPS tracking unit.
He was indicted on Oct. 17, 2011 for allegedly violating the conditions of his lifetime community supervision.
That indictment said Mullins failed to maintain his registered home address from the registry, failed to report to his supervising agent, failed to register his new address within 48 hours of changing it and failed to sign new TBI instructions in a timely manner.
This summer, Mullins was indicted for theft of property. He allegedly stole guns and jewelry that he pawned at Riverside Pawn in Harriman.
Mullins was also arrested on Sept. 10 for allegedly removing his tracking device.
According to court records, the warrant was taken out by Jesse Branscum, a programmed supervision unit officer with the TDOC.
According to the department’s website, the unit is comprised of probation/parole officers trained to supervise violent and sexual offenders.
Branscum is also listed as the prosecutor on the October 2011 indictment. When contacted about the legal trouble Mullins has been in, Branscum declined comment and referred questions to Carter.
The three indictments list Mullins’ address as 207 Carlock Ave., Harriman.
That’s different from the sex offender registry, which list his address as 1111 Hwy. 27, Harriman.
Mullins was still incarcerated at the Roane County Jail Thursday afternoon on bonds totaling $69,000.
All of his criminal cases are still pending, according to court records.
