When Kingston City Councilman Brant Williams saw Oak Ridge Utility District employees taking water from an unmetered city fire hydrant recently, he stopped to ask questions.
Williams said the employees were rude and said, “We’ve been doing this for years. What’s it matter to you?”
The incident, which happened on Gallaher Road late last month, is spurring a closer watch by Kingston on its resources.
Willaims noticed the group, he said, because they were acting suspiciously.
