A driver who reportedly bypassed multiple traffic cones put in place for the Rockwood High School prom is suspected of driving under the influence. According to a warrant, a trooper with the Tennessee Highway Patrol was dispatched to W. Rockwood Street on April 27 around 9 p.m.
“I arrived at 2118 (9:18 p.m.) and met with multiple Rockwood PD officers,” the warrant said. “Officer Blom advised the offender, Ms. Pamela Foster, was the driver of a vehicle that had drove around a line of multiple traffic cones that was put across the roadway completely for a prom street dance where there were many students, music DJ, and other citizens there,” the warrant said. “Officer Blom advised he stopped the offender as she was driving through the closed area near where the dance was taking place.”
The warrant said Foster slightly bumped a Rockwood Police Department patrol car when she was attempting to back out of the area.
“There was no damage, just a minor scuff,” the warrant said. “There was an EMT present for the event, so I had him check her vitals for possible medical or diabetic issues. They advised everything was normal with the offender.”
The trooper reported that Foster was unsteady on her feet and smelled of alcohol when he made contact with her.
“She advised she had just left El Patron Mexican restaurant and had enchiladas to eat with two small margaritas,” the warrant said. “Her eyes were very watery and glossy.”
Foster, 66, also reportedly couldn’t perform some of the field sobriety tests.
“She was placed under arrest for DUI,” the warrant said. “She was read implied consent and offered a blood test in which she refused. Her license is currently suspended for multiple reasons from Cumberland County.”
